## Mission

To build a community of tech experts that share ideas and build projects collectively. TCTF provides Cloud infrastructure, management, monitoring, communication, and business infrastructure for open source projects, startups, and corporations.

## Background

TCTF started with a group of tech experts — especially of African descent — who over the years had challenges working in silos and wished to see collaboration become a central ingredient for success. The Foundation is linked to the cometbid-project GitHub account.

## Objectives

- Build a community of tech experts that share ideas and build projects collectively
- Build groups/teams that discuss tech topics of interest
- Serve as an avenue for businesses to solicit usage of code components with paid support
- Ensure all code is free under OSS standards with paid-support agreements
- Maintain high quality design, coding standards, testability, and documentation
- Provide legal protection to volunteers and protect the Cometbid brand
- Provide expert advice to African startups on team structure, cloud services, and CI/CD
- Help African tech startups build properly to scale globally

## Community Structure

- Board of Directors: Voted yearly (max 11 members), including President and Vice President
- Project Committees: Maintain projects with defined roles
- Project Owners: People who move a project to the TCTF organization
- Maintainers: People with commit access, responsible for project direction
- Contributors: Anyone who adds value (code, issues, events, pull requests)
- Committers: People given commit access on a project
- Sponsors: Financial, legal, and professional non-technical contributors
- Fiscal Sponsor: TCTF accepts donations on behalf of project owners

## Governance Model

Meritocracy-based: developers are admitted and advance based on experience, contributions, and performance.
